- Reichskommisariat Moskowien can now be formed if the German army takes the entirety of the state of Moscow.
- Countries with the Generalplan Ost national spirit will now slowly degrade population loss over time (a la Officers Purged)

- Finland can now be given Karelia in exchange for joining the Axis

- Most of the City Fall Events localisation has been modified to remove typos etc.
- Shenton Thomas now has his name the right way round
