Added Leugi's fantastic new leaderscene, and new Dawn of Man screen - composed by Janboruta - to go with.
Hopefully fixed any bugs with the UA, thanks to Synusoidal.
Added internal support for Sukritact's Decisions.

Fixed an issue where the UA's attrition effect would be applied to units not at war with the Soviet Union.
Commissariat effect changed to Land Unit Production boost when connected to a City-State.

IS-2 now replaces the Tank as Stalin's UU. Same attributes as the previous Levy.
IS-2 ability to attack twice in friendly and ideologically allied territory can now carry with upgrades.

Fixed an exploit where the player could gift a unit to a city-state connected via commissariat and then regain that unit.
