Extensive testing against VIP/Resistance members. They should NOT scream if you have the updated ini file and kept chanceForVIPScream=0

Set default chance for VIP scream to 0 until I figure out whats going on (hard to test)

Made screams gender specific (and added ability to set which clips play for which gender in ini).

Added ability to set 'chance to scream' for VIPs and Civilians
