The parameter mpp_nocarkill now has its default value set to the current value of mpp_nopropkill, to prevent misconfiguration after update.

Added the parameter mpp_nocarkill, mpp_nopropkill will not affect both car killing and prop killing.

Added ConVars to configure the addon. The default configuration does not allow moving props outside of the world anymore.
