Added sparkpowder to Seed bins to prolong spoil times of seeds.

Reverted back until I can learn more about scripting the ini file.

The problem lies with replication and networking and until I learn more about it I will leave the mod as is.

I think the problem lies with the 'absolute maximum items available' option so I have increased the defaults to 2000 and added the option to increase these in the ini file. I will test this and report if it works in the chat.
