Fixed SPARKs getting duplicate LOS Preview abilities.

Turns out Evac All handles all soldier characters automatically now, so this mod no longer bothers with Evac All.

Evac All is now added to only non-human soldier templates.

Added LW rebels and Resistance MECs as valid templates to be altered.

Fixed LOS Preview and Movement being added twice to human soldiers.

Steady Weapon will no longer be actively added unless configured otherwise in XComMoreDefaults.ini, in the mod's folder located at (whereever XCOM 2 is installed)\steamapps\workshop\content\268500\776445130
