Changed skin quality

Due too Metro adding his danish police skins on the normal passat pack instead of having a seperate pack for it, i have put skin slots 1-3 in use as photon skins, so everyone should be able too see the skins now! :) Also added takedown lights.

Removed one set of lightpatterns and changed the siren to the Whelen Alpha

Complelty redone skin. Added 3 new skins: PHS (School), Innsatsleder, Utrykinngspolitiet (Traffic). Removed all custom photon compontent files and put them in shared content. New auxillary headlight. New required item: Krijag Shared Content
