Adjustment to correctly mark this mod as optional when playing on a server.

Remove obsolete hydrojet cutter requirement to manufacture the GPS tool.

- Fix labels not being hidden correctly when player does not posses the GPS tool.

- Integrates directly into the new UI power panel.
- Now displays time of day and sun angle.

- Text alignment correction to work with current Bleeding Edge changes.

- The GPS Tool item will now allow the left click position marking interaction while stored in the suit inventory panel.

- GPS Tool item can now be added to the new suit upgrade inventory planel.
