Add option to turn set if overflow is allowed when an output is blocked. When set to no the distribution splitter will halt all flow when the current output is blocked forcing it to strictly follow the output ratio.

The distribution splitter can also be used as an overflow handler by setting an output to zero which places that output in continuous mode. An output set to continuous will get until all resources until blocked then output resouces on the other output (overflow) until the continuous output is no longer block.
