Added a new focus for civilian economy which is only available when you are not at war
Removed ideology check for Befriend Portugal due to it being broken at the moment. You can now befriend Portugal again.
Minor fixes including localization.

Added another research slot focus, you can now gain two extra slots as with the vanilla focus tree.

- Focus to get a core on Gibraltar + Wargoal on UK (still not able to make events work, when I do, I'll make a focus to ask them)
- Focuses to take back two former Spanish colonies. One for Democratic Spain (fascist Venezuela), and one for non-democratic Spain (democratic Colombia).
