Added a new convar to enable or disable weapon dropping

Updated to fix a bunch of bugs.

Changes:
*Added several new ConVars to allow for things to be easily edited
*Added support for NPCs (NPCs can now be tased too)
*Removed the useage of CreateRagdoll() function and replaced it with better ragdoll creation code
*Ragdolls can now be messed with by the physgun and other things while the player is disabled
*Players will now spectate their near lifeless body after being tased
*Players screens will fadeout when getting tased
*Fixed a bunch of stupid bugs.................

And a bunch of other crap!

Update addon to use latest code from github repo

Changes:
*Cleaner code
*Fixed a mistake related to the use of a function from a library not included with the addon (Thanks to Subnok for the report)
