Further attempts to make smoke reliable on dedicated servers when re-spawning at great distances.

Extensively reworked smoke due to replication issues on dedicated servers. Tested, works on our server.

Fix dropped inventories of players and NPCs smoking correctly and corrected attachment of smoke to actors. This time for real.

Set generic inventories dropped by NPCs back to normal (non-smoking).

Fixed bad parenting of pawns. Added smoke color options and server settings.
