Minor edits to meshes

-added lowered ironsights on Marksman Rifle
-flipped shells on Combat Shotgun so the primer faces upwards

-Config to remove schematics
-Config to set it so tier 1 weapons are not made available at start
-Config to set mobility bonuses for Mag LMGs and pistols
-Only Mag tier LMG schematics available by default
