Fixed global offset adjusting cities the wrong way.

Restored custom Random2dlocationinregion selection, switched out vsize of Vsize2d.

Added global x offset to all city templates in OnPostTemplatesCreated.

Essentially this is because the formula currently known for putting down a city's gps coordinates to 2d coordinates work best for a globe, but need some adjustment to work for a map projection like XCOM 2's.

Increased the randomization leeway in the class override of XComGameState_WorldRegion to help avoid long streaks of repeats.

Added

Overrides XComGameState_WorldRegion to change how the game picks random locations from a region for missions. After picking a random location it will now look for the closest city to use for coordinates, with some leeway given so wilderness/shanty missions still make some sense.

Undid experiments to location values now that I know XCOM 2 can handle long location values fine (if it rounds it up to the fourth decimal place)

Fixed Salt Lake City's location values (it was accidentally around Quebec before)
