Change specific to the Community Patch: Social Policy Cost reduction has been changed to a Free Social Policy when entering a new Era: This is a CP (and Vox Populi) Only change, so non-CP users will still have the Social Policy Reduction as the part of Kaguya's trait.

Made the AI to actually prioritize Hellenism with Historical Religion.

Various changes to balance and UI
- UA Social Policy cost modifier reduced from 25% to 15%.
- Basilikoi Toxotai Combat Strength reduced from 10 to 8, but the promotion is buffed to 20%/20% from 15%/15%.
- Client pseudo-GPP formula changed from 2 pre Industrial, 4 in Industrial/Modern, 7 afterwards to 1 pre-Renaissance, 2 Renaissance, 3 Industrial, 5 Modern, 7 Atomic, 10 Beyond.
- Lykeion (E&D Building) no longer causes Specialists to generate 1 culture. Instead, it causes Clients in the city to produce 1 more pseudo-GPP, 2 post-Industrial.
- UA UI is reset every time it is triggered, preventing the accidental OK press before wonder selection.

Added Civ IV trait, Mercenaries, and Historical Religion Mod support.
