Added new City Center Plot
-Large Civic Parcel surrounded by plaza

Changes:

Dense Shanty Plot: Added proper driveways to the parcels along roads
Wilderness Waterfalls Plot: Hopefully fixed an issue with spawning in riverbeds on the lowest elevation
Cleaned up Periphery backgrounds objects that were overlapping
