-Rebalanced Infantry Mine's Damage
-Added M16 Bounding Mine

-Mine will explode when you shoot it, or when a grenade explodes near it.
-Fixed issue where when you put down a mine then you would not have a weapon.
-Made it so there is a 1 second delay before the mine can explode once its planted, that way if you plant it near you it wont detonate for a second.
