Added ability to change icon positioning

- Added an indicator to tell you which tile is the target tile.
- Obstruction scanning now also checks half cover high tiles at all times.

Fixed a bug where existing soldiers in armory don't get the ability if you load a save game

Added option to show LOS blocks (on by default, but only for same elevation + ground level), other elevation will show as visible at all times, a more detailed option may be enabled through INI but requires 10x more resources to process.
