- Removed ns2_ls_troopers as it is buged.
- Fixed that instant evolving for aliens wasn't working
- Cleaned up the code a little bit.

Fixes

- Fixed that string localization was not working by introducing a own string system
- Fixed that the Return to base message was send to the team instead of only to the player

- Increased dropchances of items:
- Jetpacks have a chance of 2/3 per marine (from 1/3)
- Sentries have a chance of 1/3 per marine (from 1/6)
