Updated to account for Firaxis changes to item upgrade system. Should work now in theory, but hasn't been tested.

Fix for plasma grenades being buildable from the start of a new game.
Techs are now modified as well to prevent automatic free upgrades due to research.

Refactored Further - No longer overriding X2Default_[x] Templates files any more. Should be more compatible with other mods in general.
