- extended city list to 40 cities (from 28 or something like that)
- fixed issue where custom event could fire multiple times
- fixed issue where the UU ability did not work correctly if the capital was conquered (or not yet founded)

- small changes to the code (MCIS suport) to improve performance
- fixed issue with UA, where when the AI expended worker units, the worker wouldn't actually be killed off.
- remove a ton of print statements I forgot about (might help performance as well).
