Changed the patrol algorithm.
In the original version, if there are no garbages left to pick up, garbage trucks will "patrol" their primary pickup zone, while they change their target buildings frequently. It sometimes causes traffic congestion.
In the updated version, they don't change their target buildings frequently.
パトロールアルゴリズムを変更しました。オリジナルバージョンでは、ピックアップ対象がないとき、ターゲットを非常に細かく変更することでパトロールさせているのですが、それにより1箇所に固まったままになったり交通渋滞が発生したりすることもありました。そこでパトロール中はターゲットを細かく変更しないようにしました。
