Fix bad announce for few mobs

Change mod priority to load AFTER nearly everything else in hopes brain behavior doesn't get erased

Honor server settings for ICE/FIRE hounds

Few tweaks to make mobs more aggressive vs last update

Mobs should sorta attack other things periodically. Though, the reason hounds do it so well is because they have the long "taunt" animation which allows you to get a lot of distance between them....which causes the retarget to happen.

Also added setting in mod options to just disable all waves if you want
