Very minor tweak,

Resolves issue with grid owner conflicting with block creator resulting in used space ship salespersons exceeding block limits when they own nothing because they sold them all. This also removes the need to disable players ability to delete their own blocks anymore. Big thanks to zataralee for testing it for us, and to Screaming Angel for the fix.

Increases default minimum registered player trade zone size to 20 to make life harder for cheaters.
