Fixed the Map Voting menu not appearing when RTV starts.

Cloned the Camera and changed 'vecfake' to Vector(0, 0, 16000), fixing the flashlight issue until Necrossin updates Stop it Slender. Made 'respawnslender' set the correct DTEntity meaning client distortions will work on a manually spawned Slender (however only 1 at a time)

Fixed concommands not being able to be run on dedicated server console. Suppressed errors about non-existant ConVars in case it doesn't get sent in time.

Added Proxy Mode 5: Dead players respawn as Proxies. Made proxyBlinded and proxyEnergy variables individual for every Proxy, to allow multiple Proxies at once. (1 Proxy is still recommended)

Replaced IsListenServerHost() with IsSuperAdmin() making commands usable on dedicated servers. Added Help Text to commands.
