v1.32 - Custom LOD issue fixed. <_<

v1.3 Had to make some more changes to the stats. Not his building behaves as a clean Landfill. No custom LOD because it disappears. for the time being in-game generated LOD :S Color of texture changed a bit to match the other buildings.

Fixed the building not having a Landfill limitation for destruction or moving. Removed Energy Production States because you cant have them both if you want a land fill. Increased other numbers to compensate in other Areas.
