Fixed network string pooling causing errors when sending initial client updates.

Implemented compatibility with Wolvin's Prop Hunt Enhanced version.

A few "Day 0" fixes. These were done before the addon was actually made publicly available.

- Added compatibility code in case Tauntpack Loader is not running.
- Fixed missing menu spacer between categories and sounds in a category.
- Relabeled the taunt at "taunts/oh_yea_he_will_pay.wav" to "Counter-Strike - He will definitely pay"
