Tweaked the code 3 traffic avisor pattern, fixed reverse lights not working while in code 3.

Changed Traffic Advisor behaviour on Code 1, Code 2, and Code 3 ( Subject to changes in the future ). Added a spawn icon, this will likely be changed in the future.

Updated some the tail light materials, changed the traffic advisor to default to 'Diverge' rather than left, modified Fog Lights to have a further distance and lower FOV.

Added a traffic advisor, toggleable with a quick press of 'B', modes can be cycled by holding 'B'. The traffic advisor will likely be changed in the future.

Added Highbeams ( Foglights ), toggleable with 'X'

Updated some running light brightness, as I deemed it too bright.
