A few sewer enhancements

Enhanced the sewer system (will be updated more with time)
Removed the CT street jump to T roof for improved balancing.
Lowered very very slightly, the vents on the Garage roof on CT side, for balancing reasons

-Removed the glitch that allowed players to get over fence behind the crackhouse.
-Enhanced Lighting to provide a balanced amount of view from the street into garage windows. You should now be able to make out where the ct is from street view properly.
-Added a jump that allows terrorists to shoot from the back of the crackhouse, opposite ct spawn, in an alleyway up onto terrorists roof if it is occupied by ct's heavily.
-Slightly moved some various props around in the terrace.
-Buttons in the garage for the door that have a broken sound for the garage door. (does not open)
