Compatibility with Eu4 patch 1.12 "Common Sense"

-The 1.12 patch changed a lot of filenames and content of text files. I tried to make everything look like in previous versions, but there are some small changes to the water. I actuallly like the new look, so it's going to stay that way.

-I took the chance to decrease the size of most of the files, which should be good news for older systems.

-Paradox are probably going to release a hotfix soon, until then Steam screws with *.mod files and you have to make them 1.12 compatible yourself.
