Moved HLR functionality from traits to applied subsystems.

This is a much cleaner way of doing it, and it'll allow for my shipsets to come packaged with default designs now.

First upload. I haven't quite tested this yet, but there's no reason it shouldn't work.

However, you can't really use it until I've updated the Advent shipset.
