Mandate:
- No longer gives negatives or positives from high or low mandate
- Mandate and Meritocracy have an equilibrium effect
-ARA and Titles cost Mandate, they same for Stipping titles
Re worked the whole benefits given to subjects, looked over the HRE benefits in MT and matched all of these including for you, free states are the only difference while they have the same benefits of free cities (slightly nerfed though as they are not limited or capped ) they do get trade bonuses on-top.
Meritocracy balanced with MT legitimacy how
Decrees have been fully reworked from the ground up to make them more competitive with each other, the better the more it costs to enact and the more down sides (inline with MT Postive:Negative)
Subject Acceptance Values improved
Many bug fixes and things not working as they are suppose to

Feature still working on:

A system in which on a term base you pick a term focus for the empire like Admin & Development, Expansion & Military, Trade & Technology, which then cycle out the decrees to match the Empire's current agenda creating more levels of planning but also limitations or drawbacks to help balance the system with MT. will have base Decrees like Themata,Tagmata and Holy Crusades always visible potently Looting Decree too.
