Some tooltip improvements and changes to Ruin and Intimidate

Walked back reflection changes, instead the unmastered version now gives +10% debuff resistance. Purge now does 3-5 on base, and Purge+ does 4-6 and has 10% CRIT. Intimidate+ now has 10% CRIT. Bash+ now has 10% CRIT.
