added TableSaveLoader because I was dumb and forgot that the last converted city x/y wouldn't stay through a reload
also fixed the UA description so it fits in the civ selection screen again (in trying out some adjustments I had ended up having it say Great People instead of Great Person and People is just slightly long enough to push religious onto the third line)

Adjusted the UA to be determined by the holy city rather than the capital as that is a bit more interesting. Also updated it to trigger the change when founding the religion, and triggering and telling you when you convert a city, so if you convert a city during the middle of a turn you will get an alert saying what the direction is and the bonuses will change immediately.
