Changes,

-Added an 8th Special Module Slot for APA MK IV
-Jerryrigged the Loc to make ERX Loc show the correct progression of APA Techs for the ERB Tag

Fixes,

-Fixed the Special Modules for APA MK I, MK II, and MK III not working. This was a PAR bug that came about when Paradox removed the extra top and bottom special modules rows
-Fixed numerous GUI errors for equipment where modules were going a bit goofy <- Not your fault Zam, PAR thing AGAIN
