Updated the Implant rollout technologies to include every unit from every compatible submod I could come across, provided they were Militia/Infantry/SpecOps/PA/Vehicle-based

-UTCM files updated to 5.1.1
-updated the PA and Robot modules to be more in line with vanilla HOI4 modules than PAR/RR's balancing, if it's too unbalanced please let me know

UTCM:
-All robots now come with AI equipment templates so they'll use modules, and the AI will now use turrets in their garrison designs
-Re-added module progression up to 8 PA modules and 7 Robot Modules at Foxy's direction
-Fixed Land Doctrines to work AND still look pretty while doing so

UTCM-ERX:
-ERX Robot module progression goes up to 7 modules and Horrigan PA goes up to 8 modules

-Fix for APA that caused nations that got it on game start to instead get other PA on game start
-Fix for the USA history file

Not save-breaking but it's definitely better to start a new save.

(Hopefully) the final update in this line, finally getting Turrets to work as intended with their movement speed and other stats issues.

Possibly save-breaking for just turrets.
