Tyler changes:
[#] He will always spawn after 10 seconds into the round
[#] The Helicopter will always arrive after 30 seconds when escaping
[#] Fixed him sometimes somehow being visible or invisible when he shouldn't be

[+] Added missing language translation for Balkan Boost & NightVision Goggles
[#] Fixed audiosystem 3D fade distance
(Gmod doesn't handle 3d fade distance well, so the audiosystem now calculates and handles it)
[#] Fixed multiple race conditions that could cause sounds to play multiple times
(this could happen if a sound is requested to play while it's already being loaded in a very small frame window)
[#] Stopped UI sounds from loading when playing in a round, since those are not required when playing a round.
[#] Reduced door slam range check since it doesn't need to check for such a big distance.
[#] Halved helicopter volume
[#] Adjusted helicopter sound distance for all the sounds.
