Small stat changes and fixes

Hotfix

Changes:
* Lemming gets Overpopulation back
* Termite is now disposable + colony
* Infestation is now on creature torso
* Rat and molerat now get infestation
* Otter reworked as a size 3 amphibian

New Stuff:
* 3 new creatures
- Dragon
- Tiger Shark
- Sea Otter
* New ability, Great Ape, innate to the Gorilla and Chimpanzee

Fixes:
* Fixed Lufengosaurus Locale
* Fixed Quill Burst/Electric Burst/Assassination not working on mod creatures

Balance:
* Balanced the game around a limit of 2 research chambers
* AA Chamber and Helipad are the only buildings that require Advanced Structures research

Many small creature changes to be included in a complete changelog
