* Minor bug fixes
* Add support for external configs to allow other mods to add power/water/loot
* Prevent stories for bases, so they don't start burned or get taken over by survivors etc
* Minor fixes for March Ridge Bunker
* Force garage doors on bases to start unlocked since currently having keys doesn't matter if you can't target the doors in some directions
