Adds a terrible button so you can edit already bonded soldiers. I say it's terrible and you'll realize why quickly. This problem is a lot harder to fix than you might expect. This new button works, it's clunky but it's not buggy, using TAB to cycle soldiers isn't going to update it, you'll need to back out and then go back to the bonds screen, and it will refresh with the new selected soldier.

Added a Console Command, can be used to pair already bonded soldiers when the UI is unavailable.
ex. (0 Romance, 1 Family, 2 Friends, 3 Rivals)

AddRelationshipPair "Jane Kelly" "John Doe" 0 TRUE
(Marks the 2 soldiers as being lovers)

AddRelationshipPair "Jane Kelly" "John Doe" 1 FALSE
(Unmarks the 2 soldiers from being Family)
