Fix for Ai_hold trait.

Adjusted StrategyModifiers for recent changes.

Moved Sacred Rite imposter actions back to the Faction level, removing the log-clog.
Added StrategyModifiers and modifier-condition-costs to Sacred Rite imposters.
Added Enable Rites action to HQ, with player-addTrait for to interface with Faction tactics.
