Fix to the last update.

- Removed the now-unnecessary change to Twi'Leks dodge stats.
- Actually lowered the Vipers Sight Radius back to the regular human value.
LWOTC Compatibility Changes
- Ensured that the Species' delta to stats always refer to their stats at Commander difficulty. This way there shouldn't be any unecessary consequences due to how the game handles templates with difficulty variants.

- The Gray Market is fixed. When did it break? No clue. But it's now working and looking better than it did before.

- Fixed the bug that caused the headshots not to load on the Non-Humans Recruit screen.
- Hopefully patched the CA that gave out broken aliens. Fingers-crossed that this means the Healing Limbo Watchlist won't be needed.

- Streamlined the code that adds an alien to Gatecrasher to better accomodate people using it alongside EPA.
LWOTC Compatibility Changes:
- Ensured that the dragons' Covert Actions get generated in a region with proper stats; it should now pick a contacted un-liberated region instead of picking randomly.

- The Custom Character Pool Selection Mode now applies to the Covert Action rewards created by the Hybrids and the Dragons species modules.

- Now you can have your free alien recruit join in on Gatecrasher. This feature is off by default to be less intrusive for those who only want the AU bugfixes. There's a config flag to enable it in XComAlliesUnknownSquared.ini

LWOTC Compatibility Changes:
- Ensures the Rescue Alien Resistance Operative Covert Action spawns on an un-liberated contacted region.
- Changed the way some backend stuff is implemented to ensure all the LWOTC changes get applied.
