Another small performance update
-Opimised some code
-Added a collisions per second limit (66 by default)
-Added serverside and clientside utilities menus

-Slightly tweaked some collision sounds
-Remade all collision effects
-Removed DSP effects from distant sounds (it was a bad idea to add them)
-VFire fireballs no longer make collision sounds.

Performance update!
Dust and particle LODs were added using DistToSqr.
All sparks are not rendered after ~1500 units.
Dust has 3 lod levels at 0 units, 2500 units and 5000 units.
Also it ignores all collisions that happened before the delay ends. (ice_sv_mincoldelay)
The description was slightly refurbished.

All changes:
-Removed ice_farshakestrength. (useless, overrided by ice_farsounds)
-Added a sv prefix to all serverside cvars.
-Added ice_sv_mincoldelay.
-Added particle distance LODs.
-Changed the faraway sound so only large and huge props can make it.
-Changed screenshake to serverside so its now customisable.
-Changed medium4.wav so it no more has that unnecessary metal clang in the end.
-Changed serverside cvar default values.
