-fixed another NULL entity error...?

-fixed holdtype being set on NULL weapon

-added speed debuff convar (type "HS" into console for list of convars)

-fixed NULL weapon reference when trying to set holdtype to passive
-fixed NULL weapon reference when restoring weapons

-fixed switching seats and exiting vehicle not working properly (lvs doesn't work and I can't do anything about it, I tried to find a working solution for about 2 hours without any luck, so lvs won't be supported)

-fixed entering vehicles??

version 2.1 | untested

-fixed some errors in swep_handcuffs.lua (hopefully, if not, tell me in the comments)
