Additional update on HVARs

- Changed fuse detection range to sides so that the rocket can detonate on both direct and proximity hits

Updated ammo definition base
Balance changes:

- Removed proximity fuse on M8 and changed damage model to HE
- Refined proximity fuse on HVAR and changed damage model to APHE
- Re-balanced Tin Tim damage and changed damage model to SAP
