- Applied insight from the now (heavily outdated) Better Revolution Size mod to new movement-triggered revolutions
- Fixed a trigger so appointed bureaucrats doesn't count as having a voting franchise
- Civil war conscripts aren't limited to historical support levels since the player isn't limited to historical oppression levels
