Added the ability to Give items in the world RNG Rarity and Stats buy adding them into the crafting Benches. This will dynamicly change their stats to reflect their new Rarity. Making In World Items just as Desirable as crafted ones.

Disabled the Attribute Books Due to BaseGame changes causing the system to put you into negative attribute points.
Common Items can now be disabled in the RNG Settings. This does not include the RNG for the Elder Weaponsmith Bench.
