Apparently their melee damage bonus has been broken for a while now (maybe since launch). Welp, it's been fixed now!

- Now you should prorperly be able to select hair for your Khajiit, if you don't use UCR.
- Added the proper localization tags to auto update any config changes made to the Khajiit's damage bonus ability.

Fixed the gender selection. Now you can trans your soldiers' genders without issue!

Updated their character generators to ensure they only generate using regular cosmetics, associated with the 'Soldier' template.

Fixed some oversights on XComCharacterCustomization_Khajiit

The khajiit now have shorter detection radius! I have it reduced by 30% by default but if you think it's too strong you can configure it through the ini files.

Quick update to fix the country data so the flag properly renders on soldiers
