- Only characters can broadcast now, to prevent subs that use channel 9 for wifi being problematic

- changed channel from 0 to 9
- can now hear voice from other channels while on 9
- broadcast now only applies to single-digit channels, in case anyone wants to hide on a higher channel
- added a placeholder xml file so the mod will be downloaded to clients
