Added a missing campaign skill chain "Specialist" for Vampire Coast Fleet Captain Heroes
(wasn't included in the other "Specialist" DB values because of it's unique Pirate Cove exclusion)

Re-applied the previous changes:
- Fixed a few skills being awarded at the wrong ranks (ultimate campaign skills for Chaos Lords + Tzeench Lords)
- Added a missing campaign skill chain "Serve or Die" for Chaos Lords
(looked to be a saving/upload issue)

Removed "Corruptive" and "Dictatorial" for Skaven
- mainly since they can "backfire" and they are supposed to be mutually exclusive
